Professor Vladimer Papava Appointed to the Academic Committee of the CORE Academy

We are pleased to announce that Professor Vladimer Papava, an internationally recognized economist whose scholarship spans post-Communist transformation, growth and development, and the political economy of globalization, has been formally appointed as a Member of the Academic Committee of the CORE Academy.

The Academic Committee is a vital component of the Academy’s organizational structure, responsible for overseeing and advising on academic affairs and providing strategic guidance for the Academy’s future development. It plays a central role in upholding academic standards, nominating and electing fellowship candidates, and guiding the strategic direction of research across the Academy and its affiliated institutions. Experts with distinguished achievements and reputations in the related fields are invited to join as members of the Academic Committee.

Professor Papava is a Fellow of the CORE Academy in the Division of Social Sciences. He currently serves as Academician-Secretary of the Georgian National Academy of Sciences and is Professor of Economics at Ivane Javakhishvili Tbilisi State University; he previously served as Rector of Tbilisi State University (2013–2016) and as Minister of Economy of Georgia (1994–2000). His career reflects decades of leadership at the intersection of scholarship and public service.


A prolific author of more than 400 academic publications, Professor Papava is widely known for founding Necroeconomics, a theory offering a powerful lens on post-Communist economic transformation; for developing Retroeconomics, a framework for understanding technological backwardness; and for contributions to fiscal-monetary synthesis and policy design in open, import-dependent economies. His seminal article “Necroeconomics—The Theory of Post-Communist Transformation of an Economy” remains a landmark in the literature.


Beyond disciplinary economics, Professor Papava’s work has helped shape regional and global debates. With collaborators, he elaborated the geoeconomic concept of “Central Caucaso-Asia,” and has examined the externalities of large-scale sanctions and the evolving architecture of globalization—scholarship that continues to inform policy dialogue from the Caucasus to Central Eurasia.

Professor Papava’s academic service includes leadership and advisory roles across journals, institutes, and learned societies. His professional honors have grown alongside his impact on policy and scholarship. His election and appointment to the Academic Committee reflect not only his profound academic achievements but also his commitment to interdisciplinary and international scholarship.
